And I believe you missed a point here: yes, they are usually used in bad water, but this is water the city of LA is drinking! Already 2 years of hdpe plastic in there. When's the last time you sipped from a bottle of water left in your car? What did it taste like? The plastic, which leaches into the water!! So what the birds dont have enough water for them to swim. They are called bird balls for that reasons, to keep birds off of the water reservoir os they dont crap and spread dieseases in the water.
